Colleagues and Fellow Veterans, I would like to provide you a brief update with respect to Section 702 of the Choice Act.  Today the Secretary of the Department of Veteran Affairs announced a blanket waiver to all non-compliant states until December 31, 2015 (granted a waiver). In November, I wrote about the Veterans Access, Choice, and Accountability Act of 2014 ("the Choice Act") which included a provision affecting students using the Post-9/11GI Bill® and Montgomery GI Bill.  The law requires us to disapprove programs under the Post-9/11 GI Bill and the Montgomery GI Bill-Active Duty at a public institutions of higher learning if the school charges certain individuals tuition and fees in excess of the resident rate for terms beginning after July 1, 2015. We've been working with every state and territory since December on complying - no state or territory has indicated its schools do not intend to comply with the law. In fact, as of today 21 states comply with the resident rate-requirements of the Choice Act (www.benefits.va.gov/gibill/702.asp).  We are working hard to ensure all GI Bill beneficiaries have up to date information.  As well, we are updating the GI Bill website with the latest information as schools and states comply with these requirements. Honoring Sacrifice "It's people making a sacrifice to ensure our way of life," says Robert. On Memorial Day, I thank you for your service and your DAV membership! Dear Robert, Memorial Day is sacred for veterans like you and me because we know what sacrifice means. Many of us know men and women who made the ultimate sacrifice for America. You'll recall Robert Sherman, a fellow veteran from this month's DAV newsletter. Here's how he spoke about the need to remember… "It's something that veterans take very seriously. And sometimes you just wonder if people recognize it because they just carry on with their daily lives, business as usual." And it's true, Robert. For too many, Memorial Day just means barbecues and blowout sales. They've forgotten the gravity of this holiday. That's one reason why your membership in DAV is crucial. No one can ever repay the sacrifice of those who fell in our country's service, but… Through DAV, you salute our honored dead as you help fellow veterans who served at their sides. And that's what your membership in DAV is all about, on Memorial Day and all year long! Today, I'm counting on you, Robert. Many have heard the saying, "Poor is the Nation that has no heroes, but beggared is the Nation that has and forgets them." 

On this Memorial Day, let us pause to remember those who gave the last full measure of devotion for our Nation.  Let us remember the special nobility and grace of those who donned the uniforms of our country and sacrificed their lives during times of conflict.  Let us remember—as we renew our commitment to honor those we have lost—that, every day, dedicated men and women put their lives on the line to protect all of us.  We owe them all our deepest gratitude.

Over 70 years ago, on June 6, 1944, 175,000 American, Canadian, and British troops spearheaded the Allies’ assault against the forces of tyranny threatening millions of people across Europe.  Exposed to devastating fire on the beaches of Normandy, those brave souls established a beachhead, began the Allied march across Europe, and sent a message of hope across the continent.  That message, writ large by the hands of heroes, signaled Freedom’s triumph over evil and the preface to peace for a world too long at war.

From the opening rounds of the American Revolution, through the devastation of the Civil War, through World War I, World War II, and Korea, through Vietnam and Desert Storm, to those who have fought—and fight still today—so hard and valiantly in Afghanistan and Iraq, more than a million American Servicemembers have paid the ultimate price to secure the blessings of liberty for our Nation and our allies around the world.

As many of our National Cemetery Administration employees prepare our cemeteries, our national shrines, and work on Memorial Day activities to welcome our guests, I encourage all of us to show our support for Veterans and honor those who have passed by attending or participating in an event at a national cemetery near you.  For a complete listing, please visit: http://www.cem.va.gov/CEM/cems/2015_Memorial_Day_Ceremonies.asp

WASHINGTON, DC— Secretary of Veterans Affairs Robert A. McDonald made the following statement regarding the apparent compromise legislation moving through Congress that would prevent a shutdown of the construction of the Denver Replacement Medical Center in Aurora, Colorado:

“I am pleased that Congress has taken action to ensure that construction at the site of the Denver Replacement Medical Center will continue. VA remains committed to doing the right thing for taxpayers and for the nearly 400,000 Colorado Veterans and families that the Aurora hospital will serve.  I look forward to working with Congress in the coming weeks to determine a path forward to finishing the campus.”

Dear Robert,  I'm pleased to announce that due to the generosity of our outstanding donors, a lasting impact is going to be made on disabled veterans for years to come through DVNF's support of the Human Engineering Research Laboratories (HERL). Last fall, DVNF made a $50,000 grant to HERL so they could purchase a new lathe, which is a crucial piece of equipment they use to research and develop new technologies for those with disabilities. Not only will this go to support disabled veterans in the future, it's also helping disabled veterans today to learn high-demand job skills through HERL's manufacturing training programs for veterans. Dr. Rory Cooper, the director of HERL and a paralyzed Army vet, has developed many new technologies that have transformed the lives of wounded and injured veterans. This includes adaptive equipment like what we're trying to help our friends at Ride2Recovery purchase, which is why your continued support is so important! I sincerely thank you for recognizing the great challenges that so many of our veterans face. I am even more grateful for your willingness to make sure they are cared for properly.
